Exchanges with Tunisian, Moroccan, Egyptian and Libyan meteorological services have enabled progress to be made on Early Warning for All (EW4ALL) early warning and early action solutions, which are essential for areas of the Mediterranean basin that are particularly exposed to climate risks.

On 3 April 2025, Alix Roumagnac, Chairman of Predict Services, co-hosted a webinar with Yassine Saidoun and Morgane Schwab, Director of Zurich Resilience Solutions and climate risk consultant respectively, on how our organisations can adapt to climate risks.
1- From understanding the risks and exposures,
2- preparing preventive organisations,
3- detecting and monitoring risks
4- and disseminating information, all four pillars of an EW4ALL risk management and early warning system were addressed.
On Thursday 20 March, Alix Roumagnac, Chairman of Predict Services, took part in the Space for Climate Observatory (SCO) congress, where he took part in a round table discussion on “Cooperation with Southern countries on space for sustainable development“, alongside :

Round table discussion
An opportunity to present the contribution of space data in the “Early Warnings for All” programme to strengthen the resilience of societies in the face of climate challenges, contribute to the safety of all and promote sustainable development.
On 18 and 19 March 2025, Predict Services took part in the first GOBEYOND Workshop in Seville, a key event for the deployment of early warning systems in the Mediterranean area.
The event saw the launch of the EW4MED (Early Warning For MED) project, a comprehensive solution dedicated to the management of climatic and geological risks. This innovative tool is based on four fundamental pillars:
🔹 Knowledge of the risk: analysis of exposure and assessment of vulnerabilities.
🔹 Preparation: organisation, preventive action plan and simulation exercises.
🔹 Monitoring: 24/7 monitoring, anticipation of phenomena and operational coordination.
🔹Dissemination: real-time warning and communication.
The Mediterranean is a particularly vulnerable area to climate change, exposed to numerous meteorological and geological hazards. Countries such as Andorra, Spain, France, Greece, Italy, Jordan, Morocco, Tunisia and many others are involved in this initiative to strengthen the resilience of their territories.

Attended by representatives of international authorities, civil protection officials and operational experts, the GOBEYOND Workshop marks a major step towards more effective risk management and better anticipation of crises.
With EW4MED, Predict Services is continuing its commitment to early warning and rapid action for communities at risk.

Predict Services was present at the 32nd Risk Management Conference (AMRAE – Management des Risques et des Assurances de l’Entreprise) held in Deauville from 5 to 7 February.
Karine Moreau took part in the ‘adaptation to climate risks, case study’ workshop and presented the fundamentals of Early Warning Systems, which will be the subject of a training course offered by AMRAE Formation in 2025.

The partners of the GOBEYOND project (GeO and weather multi-hazard impact Based Early warning and response systems supporting rapid deploYment of first respONders in EU and beyonD), led by the University of Catalonia and supported by the European Union, met in Sétubal, Portugal, to share the project’s progress and prepare the next steps.
Gobeyond responds to the need to implement a global early warning system, as called for by the United Nations and the World Meteorological Organization (WMO).
The aim of the project is to design and provide a platform for anticipating and managing the impacts of hydro-meteorological and geological hazards (earthquakes, volcanoes, tsunamis), in order to continuously improve operational response in Europe and the Mediterranean basin.
Predict presented a first version of the prototype, integrating functionalities meeting the needs of the four pillars of risk management (Risk Knowledge – Preparedness – Monitoring – Warning and Dissemination), as well as European data made available by the European Centre for Medium-Range Weather Forecasts (ECMWF).
Since the end of September 2024, Predict has been supporting the Côte d’Ivoire authorities as part of the VIGICLIMM project (Projet de modernisation du système de vigilance, d’alerte, et de services climatiques et météorologiques aux usagers) and the PARU (Projet d’Assainissement et de Résilience Urbaine) urban sanitation and resilience project.
As part of the VIGICLIMM project, financed by the AFD – Agence Française de Développement, Predict is working alongside Météo France International (MFI) to strengthen the capacity of the Société d’exploitation et de développement aéroportuaire, aéronautique et météorologique (SODEXAM Côte d’Ivoire), helping it to modernize its vigilance, warning and climate and weather services to users.
Predict is also working with the Côte d’Ivoire authorities, with its partner BRL Ingénierie as part of the PARU project financed by the World Bank, to improve the Early Warning and Forecasting System (SPAP) aimed at protecting populations against the risk of flooding.
Over a two-week period, Predict worked with the Ivorian authorities to carry out an audit prior to the modernization of the country’s early warning and alert system, and to draw up the first Community Safety Plans (Plans Communaux de Sauvegarde – PCS) in Côte d’Ivoire, in order to design the preventive action plans needed for effective, operational management of the flood risks affecting the autonomous district of Abidjan.
